SANFORD, N.C. — As Central North Carolina continues to see historic growth in advanced manufacturing and energy sectors, the need for a coordinated, high-skill talent pipeline has never been greater.

The Duke Energy Foundation recently announced a $600,000 investment to bolster North Carolina’s energy and manufacturing workforce — including a $50,000 grant for AdvanceNC and a $25,000 grant for şÚ°µ±¬ÁĎÍř’s Maintenance Technician Apprenticeship Accelerator program.

“Investing in North Carolina’s community colleges and regional partners is critical as our industry and state meet this incredible growth moment,” said Kendal Bowman, Duke Energy’s North Carolina president.

AdvanceNC is a regional partnership, led by şÚ°µ±¬ÁĎÍř, that brings together community colleges, universities, and workforce boards to help meet the hiring needs of major manufacturers and connect North Carolinians with key career opportunities.

Sara Stephens, Government and Community Relations District Manager with Duke Energy Foundation (left), presents a ceremonial check to şÚ°µ±¬ÁĎÍř for $25,000. The gift will help support the college's new maintenance technician apprenticeship program, known as the Maintenance Technician Apprenticeship Accelerator. Receiving the check on behalf of the college are şÚ°µ±¬ÁĎÍř President Dr. Lisa M. Chapman (right), Dean of Business and Applied Technologies Dr. Sara Newcomb (center right), and Dr. Lisa Smelser, Executive Director for Workforce Strategic Initiatives (center left).

The $50,000 award is specifically earmarked to support a dedicated full-time project manager role at AdvanceNC.

The project manager will focus on:

Strengthening vital connections between regional education partners and advanced manufacturing employers

Moving workforce initiatives from planning into active, sustainable programs

Ensuring that local students and job seekers have clear, accessible pathways into high-demand, high-paying careers

This grant marks a major step forward for AdvanceNC’s organizational growth. Securing a full-time project manager will allow AdvanceNC to scale its efforts, deepen its corporate partnerships, and better serve its communities.

For more information about top training opportunities throughout the region, visit AdvanceNC Training & Education.

The other grant is for şÚ°µ±¬ÁĎÍř’s Maintenance Technician Apprenticeship Accelerator, a new program the college is starting this summer that provides apprenticeship opportunities for students in the Industrial Systems Technology field.

Maintenance technicians troubleshoot, diagnose, and repair machines and electrical and mechanical systems at factories and other industrial sites.

Participation in the apprenticeship program includes both on-the-job learning and classroom instruction at şÚ°µ±¬ÁĎÍř.

"This investment from our friends at Duke Energy is essential for us to successfully launch our Maintenance Apprenticeship,” said şÚ°µ±¬ÁĎÍř President Dr. Lisa M. Chapman. “Expanding 'earn and learn' models like this apprenticeship accelerates the college's ability to support more skilled talent availability for our employers and more exceptional career opportunities for our residents."

Find out more about apprenticeship opportunities at şÚ°µ±¬ÁĎÍř Apprenticeships. Check out şÚ°µ±¬ÁĎÍř’s Industrial Systems Technology program to learn about opportunities to earn a degree, diploma, or certificate in IST.

For moms learning English — it’s showtime

Tue, 06/09/2026 - 08:41

ANGIER, N.C. — Since the beginning of this school year, a group of mothers in Harnett County has been learning English together. For months, as they studied, they painted backdrops, made props, memorized lines, and rehearsed.

Recently, they showed family and friends their progress — by dressing up as chickens, foxes, and other animals to perform a play they created based on a classic children’s book they selected.

“Harriet and Winnie were as different as two chickens could possibly be,” recounted narrator Rosalva Tolentino from the stage, as she read from “Wings: A Tale of Two Chickens” by James Marshall.

Meanwhile, Tolentino’s classmates moved around the room, acting out the comical story of how well-read Harriet saves naive, uninformed Winnie from a cunning fox angling for a chicken dinner.

These mothers have been learning English language and literacy through şÚ°µ±¬ÁĎÍř's Motheread program, using a curriculum built around children's books they can also read to their own young children.

Their children, who took part in their own classes throughout the year, also had a part to play in the Motheread year-end celebration, taking to the stage at Angier Baptist Church for the alphabet song and other musical numbers.

Each mother then walked hand-in-hand with their participating children to receive their year-end certificates. A buffet-style luncheon awaited the graduates.

“Mothers, you are incredible and you inspire us,” said Angier Baptist Church pastor Thomas H. Allen at the gathering. “English is a hard language, and we are very, very proud of you.”

The May 28 graduation event came at a transition time for the program, which recently finished its 12th year. şÚ°µ±¬ÁĎÍř will no longer offer the curriculum from Motheread, Inc., due to an expiring grant that cannot be renewed this year.

Even so, şÚ°µ±¬ÁĎÍř will continue offering an English as a Second Language class at the church, recognizing both the participants' progress and the ongoing need in the community. That class will take place three weekday mornings per week, starting August 31 and will have free childcare for children ages 0-5. The college also offers a second ESL class at the church on Saturdays.

These opportunities are all in addition to other ESL classes that the college offers across the college’s service area.

“We are deeply grateful to our college leadership for their commitments to ensuring that our students can continue learning and growing in their lives,” said şÚ°µ±¬ÁĎÍř Career Pathways Coordinator Nutan Varma in her remarks at the event.

Tolentino, who lives in Lillington, said she has been in the program for three years. It has been special for her to come and bring her sons, she said, since they all learn at the same time.

“I felt so proud, with all of the program, because I learned,” she said. “Before, I couldn’t speak English.”

She said she has recommended the class to others and that she plans to come again for the start of the new class in the fall, to continue to improve.

For more information on courses visit şÚ°µ±¬ÁĎÍř’s English as a Second Language.

şÚ°µ±¬ÁĎÍř sees success with Childcare Academies

As şÚ°µ±¬ÁĎÍř works to help fill North Carolina’s pressing need for early childhood educators, it is celebrating the graduates of its first round of Childcare Academies, held in Chatham, Harnett, and Lee counties.

The 61 graduates each completed an eight-week Intro to Early Education class. This class equips them to get their North Carolina Early Childhood Credential, making them eligible to serve as lead teachers in licensed childcare facilities in North Carolina. Students also earned a variety of additionally required health and safety certifications.

“They were all ready to go out and be employed after this,” said Ginger Harris, şÚ°µ±¬ÁĎÍř’s Education Programs Department Chair.

For some students in the program who were already employed in childcare, completing the Childcare Academy program meant being able to keep the job they had already landed. For others it meant being promoted to lead teachers in a classroom.

Harris said the graduates also included a family of four who were planning to open their own childcare center together. Several other students in the program said they planned to continue their education in şÚ°µ±¬ÁĎÍř’s Early Childhood Education Associate Degree program.

şÚ°µ±¬ÁĎÍř is currently running a Spanish-language Childcare Academy on its Lee Main Campus. Harris expects to offer additional sections of the eight-week Intro to Early Education class this fall in each of the counties through its continuing education program.

Community members who are interested in participating in the academies should email Harris at gharr082@cccc.edu.
What is Leon’s Law?

Leon’s Law (North Carolina Session Law 2025-46), effective July 1, 2025, updates how education records are managed for students under 18 who are enrolled in college courses.

Under this law, parents or guardians of minor students who are claimed as dependents on their most recent federal tax return may request access to specific education records. Leon’s Law works in conjunction with the Family Educational Rights and Privacy Act (FERPA), the federal law that protects the privacy of student education records.

Leon's Law requires that community colleges share the education records of minor dependent students with:

Their parent(s) or legal guardian(s), without the student's consent, as long as the parent claims the student as a dependent on their federal tax return.

High school counselors or administrators, if the student is dually enrolled in a K-12 institution and a community college.

Note: The law does not give parents or legal guardians the right to make academic decisions for the student.

All parents of minor students must complete the Parental Eligibility Form before they can request their child's academic or financial records under Leon’s Law. Parents will only need to complete this form if they are actively requesting access to these records.

Leon’s Law applies to all college courses and programs including non-credit short-term Continuing Education (CE) courses such as Nurse Aide Level I, Massage Therapy, and Defensive Driving classes. CE courses are courses that do not award a degree or college-credit hours and do not require an application of admission to the college. To enroll in a continuing education course, students complete a simple registration form or sign-up online if the course is eligible for online registration.

When must the acknowledgement form be completed?

For new students, or returning students who have not completed the form previously, the form must be completed before registration into a CE course.

For same-day registrations (e.g., Public Safety classes), the form must be completed on the day of registration, at or prior to the start of class.

As a reminder, if the student is 18 or older at the time of registration, a Leon’s Law acknowledgement is not required.

What if I have already completed a Leon’s Law Acknowledgement form?

If you are a curriculum or degree-seeking student: If you have already filled out the official şÚ°µ±¬ÁĎÍř college application, you have already completed this requirement. No further action is needed!

If you are registering for a Continuing Education (CE) class: If you need to confirm whether you have already submitted your form, please contact WCE Support so we can check your records and process your registration without delay:
Phone: (919) 718-7500
Email: cesupport@cccc.edu

What to have ready: To help our staff find your records quickly, please be prepared to provide your full name, date of birth and the program area where you previously completed the acknowledgement (for example: GED, a two-year degree program, or a past Continuing Education class).

Once our staff verifies your form submission, we will complete your registration right away.

How does this work with the Family Educational Rights and Privacy Act (FERPA)?

Leon’s Law doesn’t conflict with FERPA; it uses an existing FERPA exception which allows colleges, at their discretion, to share records with a parent/guardian if the student is claimed as a dependent for federal tax purposes. Leon’s Law mandates applying this exception for minors under 18, instead of leaving it to the institution’s choice.

    Who is considered a "parent"?

Under Leon’s Law and FERPA, a parent is defined as:

A biological or adoptive parent,

A legal guardian, or

An individual acting as a parent in the absence of a parent or guardian for a minor student claimed as a dependent on the individual’s or parent’s most recent federal tax return.

What types of records can be requested?

With a verified request, records may include course grades, attendance, schedules, and student conduct records. Leon’s Law does not permit parents to attend classes, receive weekly or monthly grade or attendance updates, or make decisions for the student. It only grants access to official records through the proper request process for an academic year.

Can parents contact or meet with instructors or academic advisors directly?

No, parents should not contact instructors or academic advisors to request information directly. Parents can only meet with instructors or academic advisors if the student agrees and is present; students are responsible for contacting the instructor or academic advisor to make such arrangements. Parents/legal guardians must use the Parent/Guardian Eligibility form above to request information permissible under the law.

How will the college respond to requests for information?

Please allow 7 - 10 business days after receiving the request and verifying parent/guardian access eligibility.

Are parents allowed to sit in or observe a class?

No. Leon’s Law allows parents/legal guardians of minor dependent students to request access to their student’s education records, but it does not grant the ability to observe a class.

SANFORD, N.C. — As heavy machinery is built at Caterpillar’s Sanford manufacturing facilities, a select group of highly-trained high school students plays an important role in the operation.

These are the Caterpillar Youth Welding Apprentices: Lee County Schools juniors and seniors selected through a competitive application process. They receive training, education credits, and credentials from şÚ°µ±¬ÁĎÍř as well as paid apprenticeship experience and preferred employment opportunities from CAT, with clear pathways for advancement.

The program, which has been running for 14 years, recently honored its graduates and new inductees with a ceremony that has become a proud annual tradition.

“You’ve earned your high school diploma, or soon to be; you’ve completed college coursework at one of the top community colleges in the state, and you’ve gained real-world, real-life experiences at one of the most respected names in the industry: Caterpillar,” said LCS Superintendent Dr. Chris Dossenbach. “This is no small achievement.”

şÚ°µ±¬ÁĎÍř President Dr. Lisa M. Chapman said şÚ°µ±¬ÁĎÍř and its partners work together to meet industry workforce demands while growing local talent and building opportunities for area young people.

“That’s a credit to our community, and I think it represents the secret sauce that Lee County has in terms of maintaining the economic success that we have,” Dr. Chapman said.

Graduating apprentice Ronnie Onofre Garcia pointed to valuable skills he learned from the program, such as welding, plasma and torch cutting, and how to read blueprints.

Another best part, he said, was the people he met along the way.

“I met a lot of great people who I’m proud to call friends,” he said, smiling at his fellow apprentices, who grinned back. “They are my friends and my buddies. We all came in trying to learn something new and throughout the process we pushed each other to work harder and improve every day.”

To the new inductees, he recommended staying patient with themselves, arriving on time, and always being willing to learn.

“Take advantage of the opportunity you are being given, because this program can really open a lot of doors for your future, if you put that effort in.”

Lee County high school students and families who are interested in participation in Caterpillar Youth Apprenticeship Program should contact their school’s Career Development Coordinator by calling (919) 718-2400 ext. 2163 for Southern Lee High School or (919) 776-7541 ext. 2207.
